Normative Requirements & Performance Measures: Building Industry Standards
A comprehensive Norms and Standards (N&S) framework for the WEEE sector has been developed, complete with detailed technical guideline-based appendices covering critical WEEE management aspects and responsibilities such as proper materials accounting and decontamination practices. A dedicated implementation guidance document was also developed for all interested and affected parties, including the formal WEEE management operators along the WEEE recycling chain. This robust framework establishes clear minimum technical performance criteria and operational benchmarks for all stakeholders.
Like the WEEE policy co-creation process, the N&S development process was also highly collaborative, engaging PROs, recyclers, waste pickers, government entities, manufacturers, refurbishers, and importers through multiple targeted workshops and consultation sessions. This inclusive approach ensured the N&S addresses practical realities while maintaining necessary environmental and safety standards.
Key achievements include:
- Creation of detailed minimum technical and operational specifications with supporting appendices and implementation guidance
- Development of stakeholder-specific resources including “at a glance” pictorials for easy comprehension
- Establishment of a conformity assessment scheme strategy to verify compliance which is ready for piloting
- Design of a comprehensive auditing protocol as well as an auditor handbook in partnership with international Conformity Assessment Scheme building expertise from Empa, PROs, and academic institutions
- Formation of an independent auditing framework with trained personnel from both public and private sectors.
The N&S framework was also tested through pilot audits with PROs and their service providers, allowing for real-world validation and refinement of the system before full implementation. It is foreseen that the N&S will remain voluntary until 2028 to allow for them to be applied and tested by industry. Thereafter, these would need to be refined, finalised and brought forward by industry for formal adoption into law.
This initiative represents a critical step toward standardising WEEE management practices across South Africa, ensuring environmental protection while creating a level playing field for industry participants.
